		<description>I think they shouldn't have had to pass the cell phone law.  Now they have to add laws or append the cell phone one for texting, doing makeup, e-mailing on a laptop, etc.  They should've just told police to more strictly enforce the existing laws on RECKLESS driving.

Doreen's right though, it does increase public awareness.  IMO, that's the biggest benefit of cell phone law.</description>

I think the law really just brings awareness to the population and aims to decrease handheld cell phone usage. People will break it anyway because, like other laws, it can't be 100% enforced.

On the other hand, while the law doesn't specifically address texting (which obviously is more dangerous), the patrol officer's perspective is that the safe speed for texting is 0 mph. So if you get pulled over while texting, you can be written a ticket for unsafe speed. If you're driving 35 mph while texting - that's a speeding ticket - for going 35 mph above the appropriate speed limit. Speeding tickets cost more than cell phone tickets, too!</description>
